Guangdong, Hong Kong and Macau Signed Health Care Cooperation Agreement

The governments of Guangdong, Hong Kong and Macau signed the Health Care Cooperation Agreement of the China’s Greater Bay Area in the 2nd Health Care Cooperation Conference for the area. Aimed at building a world-class Bay Area of high health level, it will strengthen the inner health cooperation in the area and create a favorable policy environment. The physical health cooperation platform and program is under construction to jointly protect and improve the physique of the people in the area.

Mr. Duan Yufei, Director of Guangdong Health Committee, signed the Health Care Cooperation Agreement of the China’s Greater Bay Area with Mr. Chen Zhaochi, Director of Hong Kong Food and Health Bureau, and Mr. Tan Junrong, Chief of Macau Social Affairs and Culture Department. They all hold the initiative of building high-helath-level Bay Area.

The agreement indicates closer cooperation between the three governments on good medical resources. It helps to create a fine policy environment and encourage investors from Hong Kong and Macau for health and medical services in the China’s Greater Bay Area. It will also support those medical service institutions participated in the construction of the medical system in the Bay Area. In this way, high-quality health services can be accomplished and the policy will also promote specialized hospitals as the core of building a system of specialized and combined departments.

The cooperation in the field of public health emergency is to be strengthened. According to the Cooperation Agreement on Emergency Mechanism for Public Health Emergencies, the disaster health emergency and medical rescue liaison mechanism in the Bay Area will be improved on the basis of Guangdong-Hong Kong-Macau conference outline on prevention and treatment of infectious diseases along with the emergency cooperation mechanism for public health emergencies. Emergency drills and seminars on infectious disease prevention will be organized regularly.

The cooperation in the field of Chinese medicine innovation is to be deepened. To make the best of the unique advantages of traditional Chinese medicine, governments should greatly support the cooperation and exchange of Chinese medicine between Guangdong, Hong Kong and Macao. This is to promote the academic discussion and concepts and cultural popularization of traditional Chinese medicine. The policy encourages universities, medical and scientific research institutions or enterprises from Guangdong, Hong Kong and Macau to jointly build Chinese medicine laboratories and industrial parks. Only in this way can jointly carry out international standardization research and scientific research achievements transformation of traditional Chinese medicine.

The cooperation in the field of research and service areas is to be expanded. It will support domestic and foreign investors for the biomedical fields in the Bay Area by encouraging universities, scientific research institutions and enterprises and medical agencies in the Bay Area to conduct research and enhance transformation cooperation. It will contribute to the combination of medical care and provide healthy, safe and comfortable places and services for the elderly of Guangdong, Hong Kong and Macao.

The training for the talent and cooperation of diagnosis and treatment are to be strengthened. Establish an international training base for general and specialist backbone technicians in accordance with the model of bases of that national general practitioners and specialists standardized training have. Exchanges will be improved on training programs regarding on-site epidemiology, occupational health, tuberculosis prevention and control, prevention and control of chronic diseases, and tobacco control. This policy not only increases information links on the prevention and treatment of infectious diseases, but also improves exchanges of experience in clinical diagnosis and treatment.
